Commitment to Accessibility
Multnomah Education Service District (MESD) is committed to ensuring equitable access to digital content and services for all individuals, including people with disabilities.
We actively work to make our website and digital materials accessible and usable in alignment with the Web Content Accessibility Guidelines (WCAG) 2.2 Level AA, the internationally recognized standard for digital accessibility and the level generally required for public-sector organizations.
Organizational Commitment and Governance
MESD has established organization-wide expectations to ensure accessibility is consistently implemented across all digital communications.
Required Actions for All Staff
Effective February 24, 2026, all MESD staff are required to:

Use Grackle Docs and related tools to create and review documents before sharing or publishing

Follow the MESD Accessibility Toolkit when developing digital materials

Ensure all newly created digital content meets accessibility requirements prior to distribution
Scope of Accessibility Requirements
Accessibility requirements apply to all digital materials, including:

PDFs

Word documents

Presentations

Spreadsheets

Forms

Any other electronically shared files
Oversight and Accountability

Supervisors are responsible for ensuring their teams understand and comply with accessibility requirements

Legacy documents are reviewed by supervisors and the web team to determine whether they should be remediated, replaced, or removed

Accessibility is integrated into content workflows and approval processes
Beginning in March 2026, MESD implemented a requirement that all newly published PDFs and digital documents be created and reviewed for accessibility prior to posting. This requirement is supported by staff training, accessibility tools, and internal review processes.
Measures to Support Accessibility
Website Design and Platform
- Completed a website migration in 2024 in collaboration with Finalsite, with accessibility considerations incorporated into templates and design
Training and Resources

Provide ongoing staff training on accessibility and plain language

Maintain an internal Accessibility Knowledge Base with:
- ADA and web accessibility guidance
- State and federal compliance information
- Content inventory and prioritization tools

- Provide guidance on writing meaningful alternative text
- Support accessible content creation across web and communications
- Provide access to Grackle tools (Docs, Slides, Sheets)
- Offer training, webinars, and toolkits to support document accessibility
Evaluation and Continuous Improvement

Conformance Status
MESD strives to conform to WCAG 2.2 Level AA.
At this time, MESD’s website is: Partially conformant with WCAG 2.2 Level AA
This means that while many areas meet accessibility standards, some content may not yet fully conform.
Known Limitations
Despite our efforts, some accessibility barriers may remain:
- Legacy documents: Some older PDFs and files are not fully accessible and are being reviewed for remediation, replacement, or removal
- Third-party content: External systems or embedded tools may not fully meet accessibility standards
- Older web content: Some pages created prior to current practices may require updates
MESD is actively addressing these issues through structured review and remediation processes.
