The following organizations may be able to help if you are having trouble paying your utility bills, including heat, electricity, and water. Many of these organizations offer additional supportive services as well.

El Programa Hispano Católico offers an Energy Assistance Program that provides financial assistance to households with low incomes in Multnomah County. The program aims to supplement water, gas and electric costs and increase energy efficiency education.

Native American Youth and Family Center (NAYA)'s Energy Assistance program promotes wellness and housing stability within our communities by providing utility assistance for income-qualified Multnomah county residents. Their program is currently able to assist with PGE, Pacific Power, NW Natural gas, and heating fuel (oil, wood, propane).

The following organizations may be able to provide clothing at no cost to those in need. Please confirm the organization's hours and location before stopping by, and bring your own bags or boxes if able. Many of these organizations offer additional supportive services. 

The Francis Center is a non-profit food and clothing pantry. Clothes are available to east county residents Monday thru Thursday from 10:00am to 1:30pm.

Mainspring Re-Thread Clothing Pantry gives families a resource to use when their children grow too quickly for their garments to last as long as they should. The clothing pantry is open Tuesdays and Thursdays from 9:00am to 1:00pm.

SnowCap Community Charities serves people who currently live east of 82nd and within Multnomah County. Their Clothing Program is open by appointment only.

St. Mark's Lutheran Church offers a Children's Clothes Closet on the 4th Saturday of every month from noon to 2:00pm.

Sunset Church's Clothes Closet is open on Wednesdays from 9:30 to 11:30 am and 4 to 6 pm. It is located on the south side of our church building and can be accessed through the loading dock door. Walk-ins are welcome!

Child Safety

It’s important to know the warning signs of abuse because children often can’t or won’t speak up if they are being abused. They rely on the people around them to recognize something isn't right. 

Warning signs include:

• Physical signs on the child such as unexplained or unusual injuries
• Things the child says or does such as running away from home, self-harm, or fear of their parent or caretaker
• Things the ​​caretaker says or does such as ignoring the child's needs or isolating the child

Free Geek offers a "Plug Into Portland" program for a free computer. The program asks that students complete 24 hours of community service and attend a 2-3 hour class.

Oregon Lifeline is a federal and state government program that reduces the monthly cost of phone or internet service for qualifying low-income Oregon households. If you qualify, you could receive a discount on your phone or internet bill, or receive free cell phone and data service.

To qualify, you must receive one of the following benefits:

• Supplemental Nutrition Assistance Program (SNAP)

• Medicaid

• Supplemental Security Income (SSI)

• Federal Public Housing Assistance

• Veterans or Survivors Pension Benefit

• Or your total household income is at or below 135 percent of federal poverty guidelines

The Cascadia Region Earthquake Workgroup  is a coalition of private and public representatives working together to improve the ability of Cascadia Region communities, businesses and homeowners to reduce the effects of earthquakes.

Federal Emergency Management Agency (FEMA) has a mobile app that provides disaster survival tips, weather alerts, location of shelters and recovery centers and the ability to customize and carry your emergency family plan.
